During the "Fourteenth Five-Year Plan" period, the construction mode and development path of green buildings in Jiangsu will be greatly changed - from the "speed and scale" promotion mode to the "high quality and high efficiency" development mode.

Jiangsu has the largest green building scale in China

Jiangsu is a big province of economy, energy consumption and carbon emission. Last year, the carbon emission in the construction sector was about 120 million tons, accounting for 16.7% of the province. "Promoting the high-quality development of green buildings is an important measure to promote the carbon peak and carbon neutrality in the construction field of Jiangsu Province, and also an important starting point to implement the people-centered development concept and build a healthier and livable home for the people." Liu Dawei, deputy director of the Provincial Department of Housing and Urban-Rural Development, introduced.

During the "13th Five-Year Plan" period, our province has prepared a series of local standards such as "Jiangsu Provincial Green Building Design Standard", "Green Urban Planning and Construction Standard", which provides technical support for the high-quality development of green buildings. The proportion of newly-built green buildings in cities and towns in the whole province has increased from 53% to 98%, and the total number of completed green buildings has exceeded 800 million square meters. The scale of green buildings is the largest in the country, and the number and area of marking projects are the largest in the country. 18 projects have won the National Green Building Innovation Award, and the number of awards ranks among the top in the country. There are 19 new provincial green building demonstration areas, and about 30 million square meters of high-quality green building projects have been built in the area, with more than 80% of the green buildings above two stars.

The province has achieved remarkable results in building energy conservation. During the "13th Five-Year Plan" period, the energy efficiency standard of new buildings was raised from 65% to 75%. The province added 860 million square meters of energy-efficient buildings, with a total of 2.3 billion square meters of energy-efficient buildings, accounting for 63.3% of the total number of existing buildings in cities and towns, 370 million square meters of new renewable energy building applications, and the proportion of solar photothermal building applications in new buildings increased from 30% to 47.1%. Our province has also completed 44.09 million square meters of energy-saving renovation of existing buildings. The province's building energy saving increased 31.83 million tons of standard coal, equivalent to 82.75 million tons of carbon dioxide emission reduction.

Achieve "three improvements, three optimization and three promotion"

During the "Fourteenth Five-Year Plan" period, how does our province develop green buildings with "high quality and high efficiency"? "We will focus on improving the green performance of new buildings, improving the green quality of existing buildings, expanding the comprehensive benefits of demonstration work, promoting the innovative development of new building industrialization, and highlighting the leading role of scientific and technological innovation," said Liu Dawei.

New buildings will achieve "three improvements". Improve people's perception, comprehensively promote the application of air monitoring, announcement system and residential fresh air system in densely populated places, and improve the health performance and aging level of buildings; Improve energy conservation standards, develop ultra-low energy consumption buildings on a large scale, and actively carry out demonstration of near-zero energy consumption and zero energy consumption buildings; Improve the application level of renewable energy buildings, further improve the integration level of renewable energy and buildings, develop distributed solar photovoltaic technology, encourage the local consumption of renewable energy, and effectively realize the substitution of building energy.

The existing buildings should achieve "three optimizations". Optimize the low carbon development system of buildings, study and formulate the development route and implementation plan of building energy conservation suitable for the provincial conditions; Optimize the building energy efficiency improvement mechanism, formulate the energy consumption quota of public buildings by classification, and jointly promote the construction of the energy consumption management mechanism based on the energy consumption quota of public buildings; Optimize the green operation management system, establish the operation data reporting system of the green building identification project, and strengthen the update and maintenance of the building energy consumption supervision platform.

We will promote the industrialization of new buildings and do a good job of "three promotions". Promote the application of standardized technology and gradually form a standardized and serialized construction product supply system; Promote prefabricated construction and vigorously promote prefabricated concrete buildings; Promote the assembly decoration, require the government investment projects to actively adopt the assembly decoration technology, and encourage the commercial housing to apply the assembly decoration technology.

A set of data outlines the "Fourteenth Five-Year Plan" green building landscape of our province: create a batch of high-quality green building projects with excellent quality, outstanding performance and distinctive characteristics, with a total area of 20 million square meters; Promote the green energy-saving renovation of existing buildings to reach 30 million square meters; The total area of new ultra-low energy consumption buildings will reach 5 million square meters, and the proportion of renewable energy replacing conventional energy in buildings will reach 8%; The prefabricated buildings account for 50% of the newly-started building area in the same period, and the prefabricated decoration buildings account for 30% of the newly-started finished housing area in the same period.

Improve the management system of building life cycle

"Whether a building meets the green building standard depends on whether it can really reduce resource consumption in the operation stage of the building," said Wang Le, deputy director of the Green Building and Technology Division of the Provincial Department of Housing and Urban-Rural Development. At present, our province has gradually established a long-term supervision mechanism for green buildings that covers the management of scheme design review, construction drawing design review, construction and completion acceptance, and technically runs through the whole process of planning, design, construction, testing and evaluation. The Provincial Department of Housing and Urban-Rural Development is actively guiding property management enterprises to carry out green property management, constantly improving the intelligent operation and management level of green buildings, further improving the itemized measurement, monitoring and evaluation system of building energy consumption, carrying out green building operation evaluation, and strengthening the evaluation of building energy efficiency.

It is very important to implement the "double carbon" goal and do a good job in the demolition and disposal of buildings. "We actively promote the recycling and utilization of construction waste, and incorporate the recycling and utilization rate of construction waste into the assessment index system of high-quality development. This year, the Provincial Department of Housing and Urban-Rural Development issued the Guiding Opinions on Promoting Green Urban and Rural Construction under the Carbon Peak Goal, which clearly stated that by 2025, the full coverage of the recycling and utilization of construction waste in cities above the county level will be achieved." Wang Le said. It is understood that at present, the construction waste recycling industrialization demonstration project in Wujin District, Changzhou City can handle 1.6 million tons of construction waste annually. The recycled brick and stone aggregate made from construction waste is suitable for the construction of sponge cities. The price is about 15% lower than the market price of traditional products, and the comprehensive conversion rate of construction waste can reach 95%.
